My bluetooth stopped being able to connect to any device.  The driver (intel wireless bluetooth 20.100.1.1) displays error code 10 (STATUS_DEVICE_POWER_FAILURE) in control panel, and reinstalling the driver has done nothing to restore bluetooth functionality. Prior to this, bluetooth had been functioning properly (and the system was build last May).  I reinstalled Windows 10 on January 30th, but bluetooth worked fine for 5 days after that.  

System specs:
Ryzen 2700x (4.025ghz, but changing to stock didn't affect anything)

Gigabyte Windforce 1060 6gb (2.088ghz core/4704mhz memory, but changing to stock didn't affect anything)

Asrock x470 Master Sli/AC (bios version 1.00)

2x8gb Gskill Ripjaws V (3200mhz 16/17/17/17/34)

WD Black Pcie Ssd (256gb/m.2 2280)

2x Seagate Barracuda (2tb/3.5")

1x WD Blue HDD (1tb/2.5")

1x Hitachi Travelstar (750gb/2.5")

Evga G2 550w

Windows 10 Home 64 bit (10.0.16229 Build 16299)

I don't know.  Maybe all those changes(including win. 10 reinstallation) hurt bluetooth and it only shows injury now.

 

I once dropped my phone, bluetooth broke 10 days later.  Repair man said it was because of the drop.

Update: Bluetooth worked fine in ubuntu (one of the 2.5" laptop drives still has ubuntu on it). When I booted back into windows, it was working again.  Just to be clear, I had tried powering off and even turning off the psu in hopes it would help, but it hadn't.
