Apparently for my OptiPlex 390 motherboard, the 1-3-2 beep code means that there is a problem with the ram, but I've tried my ram in another pc and the pc worked, I've tried multiple combinations of the ram even using 1 stick in alternating in each slot, but the beeping keeps happening. I've reseated the cpu twice and still not working. Btw when I turn on the pc its a black screen. Here are the list of cables currently plugged into the motherboard: front panel connectors (they're all wrong but it doesn't matter), hd audio, usb, 24 pin, 4 pin cpu, cpu fan, and system fan. I've tried my psu in my other system and it worked perfectly fine. I've tried with and without the graphics card. I've tried clearing and resetting the cmos. I've taken the cmos battery out and put it back in. Nothing works that I've tried. It seems like every time I fix a problem in my pc, a new one occurs. It's getting really agitating. Can anyone help me? Thank you to those who read this.

It probably has a trace or something on the board has failed leading to the dimm slots.

The standoffs are on. The thing is, after I cut part of the gpu case off to fit it the pc, it was working perfectly fine when I turned it on with the gpu, then the next day, I get this beep code.
