Upgrade Assistance/Opinions

Looking to upgrade my primary PC to better support my usage and would like opinions on what I have spec'd out so far, or even full upgrade suggestions.

 

Primary Usage:

  • Gaming (Games below are staples I come back to but play a wide variety of games)
    • Rocket League
    • Overwatch
    • Diablo 3
    • Forza Horizon 3
  • VR Gaming (Vive Room Scale)
  • 4k Couch Gaming

 

Usage Goals:

  • Streaming/Recording
  • Near/Above Stable 100fps in most games at full resolution with minimal fidelity lowering

 

Current Issues Attempting to Solve:

  • CPU Bottleneck
  • Poor performance when multitasking
    • Discord + Spotify + Overwatch/Rocket League causes stuttering and momentary delays with input and display.
    • CPU pegged at 100% utilization across all cores when playing most games
  • Hit-or-miss VR performance
  • # of USB devices unsupported

 

Current Full Setup:

  • Intel Core i5 4690K @ 3.50GHz (previously at 4.5)
  • NZXT Kraken X52
  • ASRock Z97E-ITX/ac
  • Storage:
    • 250GB Samsung SSD 850 EVO
    • 128GB Corsair Force GS SSD
    • 8TB Western Digital HDD
  • Asus STRIX GeForce GTX 1080 (O8G)
  • Displays:
    • Acer Predator x34 (3440x1440 @ 100Hz) [Primary]
    • Acer H243H (1920x1080 @ 60Hz) [Secondary]
    • Vizio P-Series P65-F1 (3840x2160 @ 30Hz) [Couch Gaming]
  • 16GB (2x8GB) Corsair Vengeance Pro DDR3 2400 (PC3 19200)
  • Seasonic 750W
  • Thermaltake P1 TG
  • 7 USB devices (though the HTC Vive is seen as multiple devices and I'm not sure what in total it counts as)

 

Upgrade Idea:

  • Intel Core i7 9700K @ 3.60GHz
  • ASRock Z390M-ITX/ac
  • G.Skill Trident Z RGB 16GB (2x8GB) DDR4-3600
  • Samsung 970 Evo 500GB M.2 (Optional)
 
 
The more lengthy explanation of my issues are that I've noticed my CPU is a huge bottleneck with most of the tasks I am attempting to do anymore.  The most frequent issue is that a lot of times while playing Overwatch and Rocket league I will stream music from Spotify and also be in Discord voice chat (no video).  Doing these three things together will peg my CPU at 100% and I will get random hiccups in either game due to queued processes waiting to finish.  This is quite disruptive to gameplay in both games.  The same holds true in some VR titles, but during those, I am not running Discord or Spotify.
 
Another issue is that my Microphone and Speakers need to be plugged into a USB hub, then into my USB port of the motherboard.  This is because when I want to play VR and connect the HTC Vive, Windows will indicate that my PC cannot support the number of USB devices, which causes me to need to unplug a few devices before connecting the Vive.  I would prefer to be able to hook up all devices and leave them plugged in at all times (see note above about number of USB devices and that the Vive control box is seen as multiple USB devices).
 
The last issue is general ability to hit 100fps or higher with High settings in most games.  I'm not 100% sure how well the 1080 should fair at 3440x1440 as I know its not an extremely common resolution.  However, I feel like my CPU still bottlenecks even without any multitasking going on.
 
Final notes: I would like to stay under $1,000 for this upgrade (ideally under $800), and the further under the better while still maintaining the goals of the upgrade.  I have OC'd the current CPU to 4.5GHz previously (returned to stock to troubleshoot separate issue, never OC'd it back) and saw minimal improvements in performance for the tasks I'm attempting to accomplish.  The m.2 is entirely optional and am undecided if it's worth purchasing now or at a later date.  I will not change cases, so ITX is a hard requirement. Not opposed to going AMD, just more familiar with building out Intel.  I know RGB ram is silly and pricey, but I would prefer to keep it in the build.

TLDR: Looking to upgrade PC. CPU is current bottleneck running 100% on all cores even just playing Overwatch at 3440x1440 @ 100Hz causing stuttering. Would appreciate suggestions on my proposed build, or full upgrade suggestions, not opposed to AMD. Must be ITX form factor. Under $800 preferred.
