I've just completely upgraded my rig and im still seeing stuttering

ryzen 5 2600

gtx1060 6gb

2666 16gb duel channel memory

500 watt 80+ bronze

just installed new HDD

and when I used msi afterburner i could see that when playing games my GPU usage would go from 90-99% to 25-60% every time it would stutter and i don't know how to fix this because it does that way too often for a game to be enjoyable.(on fortnite, pubg and arma 3, and it can't be because it's an open world game because just cause 3 runs perfectly fine, possibly)

A few things could be happening.. CPU Bottleneck (Extremely unlikely) RAM Bottleneck (not likely with 16gb unless you have a memory leak) or Running out of VRAM. This is going to the likely point based on what you have listed is that your VRAM usage is out and its offloading the stuff to system memory which is magnitudes slower than VRAM. When monitoring in MSI Afterburner, monitor your VRAM usage and report what that is at.
