Can this cause problems when trying to RMA? 

 

Like if Gigabyte or MSI recommend a 750w PSU for their GPU and you use a 450w that is sufficient with your system, can they deny an RMA?

Since there's no way to tell, I don't think so.

Nope. Recommended just means what the card's manufacturer recommends using, it doesn't mean that you need to be using that wattage PSU.

If a 450W is good for your system's needs then use it all you want, the card's manufacturer has no way to tell what PSU you were using.

That was just an example. I was using a 650w G3 before I upgraded my PSU to a 750w P2. I don't know about Powercolor (my brand), but Gigabytes liquid 64 recommends a 1000w PSU. I know thats insanely overboard, but it's what they recommend. It just got me thinking because I never checked the recommendations, I just went with what I researched.

Yeah, that's dumb. 550w would be fine for a V64 and 9900K

It *can* but if it's not a fireball Raidmax then that's pretty unlikely
