Help with Steam

My steam is stuck at "Connecting Steam Account: (username)...". Anyone know how to fix this. I already tried deleting everything and letting steam reinstall, running it in administrator mode, go offline then back online, adding tcp to it.

It went through and is now at steam could not connect to network. It is not blocked by my firewall and i do not have any programs that manage my internet.

"Open Task Manager search for steam end all steam tasks, disconnect from Internet then connect back up and then open steam"

Pulled this from a thread describing a similar issue. Have you tried it?
