Weak frame rates

Hey, so i have an RX 580, and when i dont run a fraps benchmark, i hit about 90-100 frames. But when i run a benchmark, during the duration i have an average on 200fps??
whats going on????

I dunno to be honest. I've never heard of this happening, maybe someone else will reply and be able to help more than I can.
