that monitor probably has a USB hub, you connect your PC to the hub via that USB-B connector and you can plug usb devices to your monitor. Its a pretty nice feature to have imo.

You get a  USB Type B - USB Type A cable, and connect the monitor to the PC ... example of cable: https://www.amazon.com/AmazonBasics-USB-2-0-Cable-Male/dp/B00NH11KIK

 

This connects the USB hub inside the monitor to the PC, and makes those two regular USB ports on the monitor. functional. Then, you could connect the keyboard and mouse there, instead of the PC... or other devices, to reduce the number of wires going all the way down to the back of your pc.
