Low fps, low cpu and gpu usage

Okay, so my issue here is that in any game i play, my gpu usage never goes above 60 percent and my cpu is normally about the same. When i say "low" fps its not below 60, but its not nearly the potential i dont think. I would think itd be single core bottleneck but even the individual cores never pass 70 percent at a given time. Im at a loss.

 

Specs:

Gigabyte ab350m mobo

R5 1600 cpu

Msi gaming z rtx 2070

Evga 650w psu

16gb Vengeance rgb pro 3200ghz ram

 

HPET disabled didnt really help.

 

And cpu at stock speeds actually raised fps compared to 3.75 oc which also boggles me.

 

Destiny 2: avg 70 fps

Vrchat in vr: avg around 60 fps

The warhorn: 60 fps max (its in early access so im certain there are software issues in this case) 

 

Also i will add that vsync is definitely disabled.
