The question is why are video card fans not spinning at 74C?

Some cards don't report fan speed. Or the software is doing weird things. But if it actually weren't spinning, temps wouldn't be 74C.

 

This setup would be perfectly fine for streaming.

Not sure how the two are related. If you are gonna stream with the gpu, only way to know is to find out. Temp of the card shouldn’t increase by doing so.
