Hello,
 A friend of mine is having an issue right now and I was wondering if you could lend him a hand. He downloaded Metro 2033 like a boss and while playing it for the first time he had a problem with the monitor's resolution, which he couldn't fix with the exception of changing monitors, because every time he would restart his pc, it'd say "Signal out of range 65 khz / 60 hz". After this contingency he changed between his two monitors several times trying to fix his issue, but out of the blue all the games he played started performing like Venezuela's economic system.

Check to see if your friend has a custom resolution and refresh rate set. He may have tried overclocking his monitor with a higher refresh rate than what the monitor can handle. Is he using an AMD or Nvidia graphics card?

Which monitor is having the issue or is it both monitors displaying the error message? They're both at least a decade old. Might just be dying. Might be time to upgrade to a 1920x1080 monitor.
