Low quality. This can be anything from poor over-draw/over-power protection, voltage ripple, even bad soldering. I can't speak to that PSU's draw backs specifically, but just because it has good reviews does not make it a good unit. One of the ones I recommended has all of the above and are generally considered to be some of the higher quality units on the market. Being fully-modular is just a bonus.
Also, since the PSU is connected to literally everything in your computer, if one fails it can cause damage to anything (and everything), and PSU manufacturers are not responsible for anything other than the PSU, should that happen. I try to make sure people understand that a power supply is easily the most important purchase in your entire system. If you want to read into other PSUs more, you can take a look here.
