Can you run Task Manager or MSI Afterburner, i.e., something that monitors both GPU and CPU usage, then when the problem happens, see what the usage was at that time is?

MSI Afterburner is better for this since both can be graphed at the same time.

im not the best when it comes to using MSI afterburner but i dont really see anything abnormal but the gpu usage does seem to spike up and go down alot

I need to see it with the CPU usage graph.

Otherwise if they're both going down at the same time and it's limited to a few applications, it may be those applications at fault. And take this with a grain of salt but I've also heard Fortnite has been getting performance issues as updates keep going. I don't play, so I've only heard that in passing but it may be worth looking into.
