So in the fall of 2019, I will be starting college in the major of computer engineering and I can't decide which computer to get. So I would like to ask for some advice and personal experiences. I am also looking for something with an 8th gen i7 processor, great IO (preferably thunderbolt 3), a long battery life, 16 gigs of ram minimum, and with touch screen capability. Also if there's any worth considering releases I should look for because I'm a complete newb when it come to laptops and which models that are usually great. For the most part I feel like some YouTubers and blogs have some sort of bias towards a brand. I have budget that is around $3000.

What will you be doing in computer engineering. You might want to see if there are computer requirements for the course.

Cannot recommend enough the EVGA SC series of laptops. Very fully featured bios that is easily modded for functionality that rivals the best in overclocking desktop motherboards. Without knowing your price range, that's what I recommend. I happenned to get one lightly used for a STEAL of a price and it's the best laptop/all in one I have ever used. At this point I think you can only get them used(maybe someone still has inventory).

Oh yeah i forgot to include that, I will primary be using it for productivity but I'll do more coding and eventually AI with the course path I've chosen. The school recommends an 8th gen and 16 gigs of ram and no later than 2016 but i'm looking for one within a year just because I would ideally like to use it all for years. I'll be buying a portable ssd so storage isn't much of a priority on the laptop.

If your not going to be buying now, then stop looking. Only look when you are ready. Things change fast, and with all the mew models shown at CES making their way out availability will be totally different here in a few months.
