GPU capped to 405MHz when Adobe apps are open

My 980 Ti drops to 405MHz whenever I run Premiere, After Effects or Photoshop. When I run Heaven Benchmark it can go to 1392MHz. As soon as I run any Adobe app it drops to 405MHz and stays there until I close it. It doesn't happen on my co-workers' Intel stations. I tried DDU, safe mode install of the latest NVIDIA driver (417.71), adjusting power management to performance mode, re-installing Adobe apps and Creative Cloud. The only other solution I could think of is to reformat and start from scratch. What could be the problem?

Gigabyte GTX 980 Ti Xtreme Gaming (GV-N98TXTREME-6GD)

Crucial MX500 for boot

Samsung 970 Evo for media cache
