I have been helping a friend build a computer and it has been a hell of a time, from a botched Windows install that I managed to fix to the motherboard breaking before we could turn on the computer. But a new problem has arisen, after the other motherboard, an MSI b350 pro m2, would just generally not turn on, we decided to get a new motherboard, the one listed above. Now that this motherboard is in, the system turns on for a split second and then shuts off. Any advice would be very helpful towards the situation.

Have you tried booting using the integrated graphics via the motherboard?

Yes, we have currently not booted it with the GPU.

With ryzen during the first boot, it usually starts up and shuts down a couple of times before booting, try waiting.

About how many times, we have tried doing this before and it doesn't seem to work.

check the PSU, one time i changed the motherboard 2 times before noticing that the problem was the PSU frying the components.

How can I check this? The PSU does seem to work. It did pass the paper clip test.

the easy path is to test the rig with another PSU, to check the PSU you will need a multitester and start with measuring the voltajes of each phase and compare it with the specs that came printed on the side.

I do have another PSU, but I have not tested it on this system yet. I will try it when I get home.

I have this same problem, but with my guest PC. The specs are slightly different. While I was testing the parts, I found the GPU (RX 580) made my other PC have the same exact issue. Everything seems to work for a split second then shuts down with no response. I have not found a solution yet, but it sounds like the same issue. Check if the graphics card works on another computer!

I would love advice for this problem as well.
