60C is not hot at all, as a matter of fact that's a great temp to be hovering around if you're gaming. Cause for concern is if you are regularly pinning the GPU at above 80C for long periods of time. You can use something like MSI afterburner to log your temps and you can see how hot it gets during gaming and see how the fans kick on while that happens. Powercolor is a known brand. I don't think you have anything to worry about. Your GPU will get warm to the touch. During performance overclocking runs, It can even gets too hot to touch (can even burn you!). This is normal. You don't pump 200-300W through something and it not get warm.
