So my GF's friend (they call themselves sisters) want's a DS emulator for Pokemon Platinum. Anyone know?

That's my personal favorite. Also, remember, only use it if you already own a DS and the game.

I use DeSmuME and NO$GBA

Roms are technically illegal if you don't own the game. Emulators themselves are fine.

If you are asking why that's my personal favorite, it's because it's the first one I actually got to work. 

NO$GBA is just as good, and it does GBA games too (two for one). 

As for the other possible direction of that question, it's already been answered. But the real answer is because it's against the CoC to help people pirate stuff (paraphrased). So I'm not advocating piracy in this. Just only use it if you own the DS and game.
