For a couple weeks i had some startup problems where it would load windows normally and when opening anything at all the entire screen would artefact and turn off the display soon after, after one power off / power on it would work normally for the entire session. About 2 days ago it ran into another artifact issue after hours of usage, even after the power off/power on "fix" (mostly in games) to the point where it does not even load windows anymore. First thoughts were : the GPU is dead or the PSU is half dead ( had this happen with another psu some years ago),my gpu is a old GeForce GTX 280 (1x8pin 1x6pin power input) the psu is some no brand 850 watt server? psu as i was told from the vendor, i had another old gpu -Geforce 210 passive cooled no extra power input- to swap and see if thats the issue or not and i ran into the same issue even with that card. After testing i had the weird happening where i guess i wiggled the cable when i was pushing my pc back in its place and the damn thing started working normally, i went and swapped the gpu back and it broke once more, i was sort of happy thinking the whole problem could just be the cable so i left it alone till i got a new one today, as a big surprise to no one same issue even with brand new cable: windows doesn't boot past the screen with the windows 10 logo in the middle, it does boot in safe mode and i can uninstall it and reboot to make it start but it goes off again as soon as it installs a driver, even in safe mode i had this happen(see attachment) so what exactly is broken here ? at the moment it works normally with the geforce 210 after a clean driver install and i've not tried any more fixing as i can't replace either of the parts right now

I would look at the drivers first, as the problem only occurs when a driver is installed and everything works fine in Safe Mode.

The blue dots appearing and disappearing on the black background was in safe mode when i was moving the cursor around that areas,new morning new hopes, will open it up and clean it change paste see if i can get any life out of it more though it served me well the 4 years i had it i'm not willing to call it dead yet ?
