happens in all games and it stutters about 60 times per minute and the stutter happens in very even intervals of 1 second. Most noticeable in CS:GO and ARMA 3.

Did you update Nvidia driver to 417.71?

Did you used to have an AMD graphics card? It's possible that this is a driver issue.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

currently doing it as i am typing issue has persisted through two different version of the drivers.

It doesn't look as though you should be having a bottleneck or anything, but in case performance is lacking, check task manager

all games and a couple times in youtube on chrome but only on my main monitor and one time on my desktop aswell

Only your main monitor? What happens when only one of your secondary displays is connected?

they are all connected i see nothing on the secondary ones but there is a barely noticeable stutter on my main one it only happened once or twice in a two week period.

Try disconnecting others, and see if the stuttering persists in games.
