nVidia Driver Issue

Hi guys, have a nice day, i life in Vietnam, this my first time in this forum and my english is ... you know, it's not good, hope everyone sympathized. So many thank you for taking the time to read this topic.
I have 2 video test driver 399.24 and 417.35. All of them have 1 configuration, i use I7-6700 (non K), main z170-gaming 7, 32gb DDR4, video card: 1080TI gigabyte, 1 SSD-128gb for install operating system, win 10 version 1809 and i did disabled  Meltdown and Spectre patch in this test. I think i don't see anything drop FPS in benchmark, in version 417.35 i looking in display parameters of afterburner have more FPS with version 399.24. But some people I talk to have a firm belief that Nvidia is trying to bring down FPS in new driver versions to cause lag for the frame. 
So what they claim is true, or is my test wrong?
