The only reliable way would be to open up or disassemble the switch housing on the fan and replace the switch. Any decent hardware store or home center will carry the switch. This can range from easy, if there is no light kit on the fan, to being a total beast if there is a light kit.

 

Although this should be obvious, it bears saying to make sure you kill the power to the fan before fooling around with it!
