My specs -
gtx 1070 
core i5 6400
8gb ram 
500 watt power supply 
msi h110 motherboard 

1tb hard drive 

I used to have a gtx 950 and I recently upgraded to a 1070. When I game my cpu is at 90, and my memory is at 82. My disk will occasionally be around 90 as well. My drivers are up to date, is my ram or power supply to low? Do I need another motherboard?

This is exactly what you would expect with your specs. 16GB of RAM and an SSD should be your next upgrades. After that, you can consider a 6700 or 7700 as a stopgap, or upgrading to Ryzen or Coffee Lake.

If I were to upgrade to upgrade to 16gb ram and say a 500gb ssd would I need a new power supply and if so what should I get?

No, an SSD and another stick of RAM will not draw a significant amount of power, so there is no need to change your PSU if you are not having any issues currently.

Another matching kit of whatever you have now. Unless you're upgrading your CPU and motherboard, you can't run faster than 2133Mhz RAM so get whatever is the cheapest.
