RX 470 problems with core clock jumping up and down

RX 470 problems with core clock jumping up and down 

 

fire strike is 11k in graphics score and temp is alsow up and down but i chaned the gpu termalpast and still it did nothing 

tested in ghost recon wildlands and on low 1080p got 55 fps and very high got 41 fps and only thing that chaned is gpu usage i it shows in the benchmark 0-100 in the bottom corner 

the cooler is good its sapphire rx 470 nitro

i flashed bios but it did nothing  i need help
