Random Tech Question for Gaming?

I play Runescape 3 that supports 4k and would love to play at 4k I just need help putting together an affordable system that will run at 100fps ish just to improve my gaming but at the same time I could jump on PubG or Fortnite, or even skyrim to play at the ultra setting with no tearing and a high fps speed Im low income and on home detention, but willing to save if it means a better gaming set-up anything is an improvement to my awful Hp Stream haha I cant even play at the full low settings since its and integrated intel processor/graphics combo. Im looking for someone who can help me find a great set-up tht may use a GTX 1060 or up but wont be over $3000
