Ok, so Im sitting here waiting for a video to export in Adobe media encoder to render a video, and it says that it will that another 30, but when I go to task manger, only 40% of my CPU is being used, and 3% of my GPU.  And its not like it's thermal throttling because the fans aren't even at half speed.  Can someone explain why this happens and mabey a solution to fix it so I can do productive things with my life thanks.

actually the GPU is at 25% and if you are wondering I have a intel core i7 six corse and a GTX 1060

I have 128 gigs of SSD and 1 terabyte of HHD.  I only have 13 gigabytes of SSD storage left but Meda encoder is on the Hardrive which has tons of storage on it

It's possible the Read/Write speed of the HDD can't keep up with the encoding being done by the CPU and so there's just no need for the CPU to go at full speed because the HDD can't keep up with how fast it's producing the file. If it's a large file being produced, the hard drive needs to write that to storage as the CPU/GPU is churning out frames.

That makes sense but it says only 2% of the disk is being used.  I'm thinking I might need more RAM as 91 % is being used

i need to know one thing. is your gfx card nvidia, amd or intel? i assume windows 10 also.

 

here we go with a fix. click your start menu and type cmd, right click it and run as admin. paste this in there and hit enter, it will enable the ultimate power plan in windows 10. 

powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61

close after you're done.

 

open start menu again, type control panel and open it. on the top right it will say "view by" select either large or small icons. now navigate to power options. select ultimate performance, or high performance because if your windows 10 build isn't new enough ultimate performance won't show up.

 

download this https://bitsum.com/parkcontrol/  it's a free cpu core unparking tool. i've used it for a long time. basically you open it up. it shows all your cpu cores and u jusut hit "disable" on all of them to disable core parking and make sure sliders are all at 100% for full cpu performance.

right click that bad box and run as admin. once its open there will be a long list that is categorized in sections with blue text labeling. you'll see. 1.compatibility 2. sync and refresh and so forth.

 

navigate to section 5 which is labeled "common" you'll need to tweak 2 options here most likely. make sure cuda - force p2 state is set to off and power management is prefer maximum performance. after that is done click apply on the top right and close the program.

 

last step since windows 10 has its own built in power throttling shit too since 1803 i think.

when the program is open you'll notice a search box up top to "search for tweaks" type power in there and a power throttling option may or may not appear. if it does, disable it and that's it.

 

you can also open start menu, type device manager, drop down the disk drive menu, right click yours, go to properties, policies, select turn off windows write cache flushing or whatever its called. this will boost ssd/hdd performance.

 

this should be enough to fix the issue for your adobe problems as well as others you may not know you had
