The brand doesn't really matter matching the one you already have.

Try to find the exact specs as the ram you have and you should be fine, if you don't then the system will read and run on the lowest one's for all of them

i want to upgrade to a higher frequency and capacity ram *specifically 8gb 1600mhz but the motherboard page says (***In order to maximize the system memory, please install 8GB memory module with 16 cells) what does 16 cells mean?

To be honest i really dont know what "16 cells" mean.

But your Mobo is supporting dual channel 16gb 1600Mhz DDR3

Yes you must take a 1333Mhz

CPU:i7 9700k 5047.5Mhz All Cores Mobo: MSI MPG Z390 Gaming Edge AC, RAM:Corsair Vengeance LPX 16GB 3200MHz DDR4 OC 3467Mhz GPU:MSI RTX 2070 ARMOR 8GB OC Storage:Samsung SSD 970 EVO NVMe M.2 250GB, 2x SSD ADATA PRO SP900 256GB, HDD WD CB 2TB, HDD GREEN 2TB PSU: Seasonic focus plus 750w Gold Display(s): 1st: LG 27UK650-W, 4K, IPS, HDR10, 10bit(8bit + A-FRC). 2nd: Samsung 24" LED Monitor (SE390), Cooling:Fazn CPU Cooler Aero 120T Push/pull Corsair ML PRO Fans Keyboard: Corsair K95 Platinum RGB mx Rapidfire Mouse:Razer Naga Chroma  Headset: Razer Kraken 7.1 Chroma Sound: Logitech X-540 5.1 Surround Sound Speaker Case: Modded Case Inverted, 5 intake 120mm, one exhaust 120mm.

The Cpu is the main part of the computer, if it can't handle something then it takes everything else down with it. As far as I know, you can only really increase the amount you have. unless you find one with a shorter latency. Ex: DDR4 Vengeance LPX C16 3200Mhz the bolded part is part of the latency. the lower number the usually the faster latency, I suggest reading this page. https://www.crucial.com/usa/en/memory-performance-speed-latency
