Hello,

I have a Neewer NW-700 Mic and it worked perfectly fine with my old Windows 7 PC. I have recently upgraded to a Windows 10 PC. With my new PC the Mic is really quiet and I have to scream for it to get to the 3rd bar. I have the volume all the way up to 100 and I don't know what is wrong. If you know this issue please reply.

Check with a meter that the power unit is supplying the correct 48v
otherwise to double check that it it's not a driver problem I'd advise you to install ASIO4ALL then install Audacity/FL studio or any Digital Audio Workstation that can utilize ASIO and load up ASIO and configure it use your microphone as input and test if the volume is correct there.
