i have needed to upgrade my computer for well YONKS and its time to upgrade! just don't know where to start.

If it's X58, X79, or anything newer than that, it'll probably be cheaper to upgrade your CPU, GPU, and possibly little things like RAM, storage, and cooling. If not, go with the build Herman suggested.
