Highest turbo boost, you don't need high base clock to browse LTT!

Depends on the use of the CPU.  Usually turbo boost is only one or two cores. Higher minimum clock is all cores.  You can also overclock many CPUs manually, so that adds an element.  I mean, for example a cellphone ARM CPU can be like 150MHz at a resting state to save power and generate less heat but still shoot up to over 1GHz.
