CPU PCIE

I have a question regard the amount of PCIE available on the CPU. For instance i have 59060x which according to intel website it has max of 40 pcie lanes. so in this made up scenario if i was to put 2 graphics cards into the x16 slot and 2 nvme taking up the remaining 8 pcie, does that mean i can't put another graphics card in or another nvme?

I'm not to entirely certain about PCIE and such
