can someone sugest a programm that i can use to play games through like tunggle or evolve?

I assume you mean in-home game streaming? If so, Steam (yes the game store) has it built in, just sign in with the same account on both PCs. It's not perfect, but it is free. Also bear in mind that unless you have a baller Wi-Fi setup, including a baller NIC your experience will be terrible and I suggest sticking to wired connections. (if your planning to use this over WiFi)

sorry i didnt specify it i meant it as connect 2 different pcs through internet for example mine and my friends while we both are at home like we did it with tunngle before it got closed and in evolve(which funnily enough got closed too) so we could play games like terraria or dungeon defenders together

You mean like connect two people over the public Internet as if they were on the same private network? You can just setup a VPN on one network, and have the other connect to it. Search Google for how to setup a VPN and follow the instructions. Most likely it will work best if you use a secondary machine, but there's plenty of options for both windows and linux.
