that is artifact -ing, usually it is due to unstable OC or The memory/controller on the card is overheating. If it is used, someone could have taken off the heat shroud and when they put it back on could have missed replacing thermal pads or messed up the paste application.

 

first thing though, is there fan spin on the gpu? and do you have MSI afterburner, or HWInfo64 to monitor temps?

I've had artifacting on my R9 390 and it died soon after. Some people told me the VRAM died but I have no idea if that was the cause. The temps were fine before it died, it just suddenly crashed and never worked again. I would disable the OC if you have one or try to undervolt/underclock and see if the issue goes away.
