My laptop only has HDMI and VGA. I heard that HDMI 1.4 only supports up to 24hz refresh rate. Is this true? If so then what other alternatives do I have to be able to happily game at 60hz (or higher) on a seperate monitor?

I am sure HDMI supports refresh rates well in excess of 100Hz, so you'll have nothing to worry about. :)

However, Blu-Ray discs over HDMI display at 24Hz or thereabouts. At least on any device I'm aware of. Perhaps that's what you're thinking about?

It supports 4K at 24Hz. 1920x1080 at 120Hz. That being said a lot of monitors and other devices have older revisions of HDMI which are capped at 1920x1080 at 60Hz and 720p at 120Hz because the licensing fees for the HDMI standard are higher for the newer revisions.
