It will stay that way while afterburner is open, and you can set afterburner to apply the OC settings at windows startup.

Yes.

  If you find your settings and use the lock icon this will mean starting up with those precise settings IF and only if you configured afterburner to start together with the system. 
You can also save your settings to a number if you use the disk icon and choose a number that will be lighting up... this is btw dependant on the afterburner skin you have chosen. It does work/looks different with different skins
