Another installation is in progress

I keep getting this error when trying to run certain installations even though I'm 100% sure nothing else is installing

I was told that I should try disabling Windows Installer but every option is disabled as if I'm not allowed even though I'm the administrator

If you look at the processes tab or the startup tab of the task manager (CTRL-ALT-DEL), then you might get an idea of what is causing your problem.  Under the processes tab, look for something it says is running at 100%.
