my laptop when gaming gets up 90c to 95c

 

it is a hp pavilion gaming laptop 15-cx0xxx

is it safe for it to get that hot?

 

if not how can i cool it down?

Technically it's still likely under the maximum allowable temperature, but not really somewhere it should be for extended periods of time. At best you can do is replace the thermal paste with something higher performing like Thermal Grizzly's Kryonaut or if you're feeling adventurous, their liquid metal TIM.

Undervolt your CPU using Intel XTU.

Undervaluing and replacing the thermal compound can help; however, I wouldn't recommend liquid metal because we don't know the material of the heatsink.

Undervolt it by 0.05 increments until the system no longer works. The settings are only applied if you have the tool open and it's saved.
