Pc help

I have a problem with my pc, when I press the power button the power led light comes on for like a millisecond and shuts off, not even enough time for the fans to kick on, but when I take out my gpu the power led stays on and the fans start spinning but then the display reads theres nothing connected when it is, could this be the motherboard? I have a ryzen 5 2600, 16gb ripjaws v ram, an xfx rx 580, and the motherboard is an asrock b-450
