New build not posting

Asus z370 g mobo

 

We've juggled ram sticks, plugged into the on board video and taken the gpu out. The cpu memory controller is powering up, no power to the USB ports however. The cpu and the ram is posting but the the white, orange and yellow led aren't showing which are vga then start up... 

 

Any ideas, we've tried flashing the bios

Got a full spec sheet? Maybe you should return your mobo and get another one.
