Windows mouse problems

Today I turned on my PC and launched subnautica and the mouse started freezing and I was unable to move around. I thought this was just limited to that games, but when I closed it I still have that problem with other apps such as chrome. None of my system resources are under significant load.

Specs:

2700x

1080

16GB RAM

Have you tried a different mouse? Does it still do that if you reboot?

I have restarted multiple times and tried using different ports. The mouse works fine with a different computer.

Can you make a boot cd of a OS (Preferably ubuntu 18.04) and see if it does that there?
