PC keep turning on

Any idea why my PC keeps turning right away on even when I shut it down? (If you guys need my specs just say so)

also, does it still happen if you unplug the network cable?

Windows 10 Home 64-bit

Motherboard is Gigabyte Z390 Aorus Elite RGB

Water cooling is Arctic 120

SSD 500GB M.2 NVMe Samsung EVO 970 3400MB/s also Seagate 8TB 7200RPM

CPU i9-9000K @3.60GHz (Max 5GHz)

32 GB ram DDR4 2666MHz

GeForce RTX 2080 Ti

Wireless AC1900 tho I use the network cable
