Linux Fedora Help please

I am trying to disable SELINUX on fedora server. I am following this guide from the docs. https://docs.fedoraproject.org/en-US/Fedora/11/html/Security-Enhanced_Linux/sect-Security-Enhanced_Linux-Enabling_and_Disabling_SELinux-Disabling_SELinux.html. Every time I paste in this file command " /etc/selinux/config", I get a Permission Denied message. I am logged in as root. What am I doing wrong please help. I have a screenshot attached.

that file is not executable. pick a text editor to open it so you can edit it.

etc....

Have you tried reading a guide that was written in the last 5 years? Fedora 11 is 10 years old and I doubt that's what you installed...
