So, about a month ago, I bought some random $12 external disk drive off Amazon and came home to see it smoking (I know, I'm a genius). I immediately disposed of the disk drive and unplugged it from everything. When I came back into my room, I decided to test my pc to see if it survived. It did not. I pressed the power button multiple times and nothing was happening. I started troubleshooting and tested multiple parts within the system using other computers. My graphics card, water cooling, case fans, case's power buttons and front panel connectors, hard drive, and power supply seemed to all be completely fine. However, I did not have a system to test my CPU and ram with. I immediately knew the motherboard was fried, but I didn't know what else was wrong with it if anything at all. So, I decided to take the motherboard out and set the other parts aside. A month goes by, and my new motherboard comes in today. I received the board and assembled the pc. I plugged it in, booted it up, and all was normal. Except for a few things, the power button's light was not on and it cut itself off. I try powering it on again and the button does not work, so I try a few more times. I get a light on the board that it isn't detecting the cpu once it decides to turn back on. So, I test a different cpu. It does not work either. Now the system refuses to turn on at all. The ram was detected, so I assume that is fine, but the cpu was not. I don't know if this is the power supply, faulty board from MSI, or both of the cpus being dead, but it is certainly frustrating. Any help or comments are appreciated, Thanks!

Cpu (old one that I used to test it): Ryzen 5 1500x

Graphics card: MSI gtx 1070 ti gaming 8g

Drives: M.2 Samsung 960 evo ssd, 2tb Toshiba p300 hdd

Motherboard (new): MSI b450m bazooka

Motherboard (toasty boi): MSI b350m pro-vdh

Power supply: Thermaltake Smart 700w

Case: Coolermaster masterbox lite 3.1

Water cooling: Coolermaster Masterliquid Lite 240

Ram: Ballistix Sport LT 2x8gb clocked at 2400mhz

the chances of 2 dead cpus is unlikely 

 

how can you tell if its been detected or not if it shuts itself down ?

are you 500% the wiring is correct ?

and are you 500% there are no shorts ? the psu might "work" but be shorted inside 

 

I would think its a power issue not 100% but due to the inability to start after failure points in that direction, something must be shorted to cause this

I noticed the cpu light was on during the few seconds it booted on the first time, i checked the wiring a ton of times and it still failed to turn on at all. I even used the reset switch as a power switch in an attempt to see if the power button was causing the problem, so im thinking it is most likely the psu.
