No boot no debug no post

Hi all

 

I have recently built my new system and it does not display anything. When you hit the power switch the CPU cooler fan and GPU rgb lights turn on that's all. The motherboard has a debug led panel that also does not light up or give any error codes ( see picture attached ).

 

I have tried a number of things to get this build working.

Tried booting with just the CPU and 1 stick of ram no luck.

Tried without the CPU and ram no luck as well.

Tried clearing the Cmos no luck.

 

Please help with any suggestions on what is causing this issue

 

System specs 

Motherboard : Asrock x79 extreme11 

CPU : Intel xeon e5-2640 v2 

Ram : Adata 4gb ddr3 ram x 2 

PSU : Antec 700w 

GPU 1 : Radeon RX570 Strix 4GB OC edition

GPU 2 : Radeon RX470 MSI 4GB 

Was planning to run these cards in AMD Crossfire.

This is a budget build except for the cooler and case fans all other components are second hand. All was tested before purchasing.
