GPU FPS LOSS - CSGO

Hello i've been having super weird issues lately in csgo.
For some reason my FPS keeps dropping dramatically.
My GPU started to play up a while ago and started to make a very loud screeching noise.
To my understanding it sounds like electricity is being lost and creating that effect.
 
It's none of the fans i've checked them all, The sound is around where the power plugs into my GPU.
I've tried a different plug but no luck there.
- There maybe an issue with dust getting into my system -

But as i was saying in csgo my frames went from 300 to dropping to 100 everytime i end up shooting in csgo.
At times my game can legit jump and its very easy to see.

Key Time 1:50 - Its hard to see but you can kinda see it.
For some reason its not as bad in the video recorder i used.

Asus Strix TOP edition 8GB 580
Asus Rog B360-G

I5 8400
Corsair 16GB (2x8GB) CMK16GX4M2A2666C16 DDR4 2666MHz Vengeance LPX DIMM

Corsair cx450m
64 Bit Win 10
265 GB SSD - 56 GB free

Hmm, I would re-install your drivers?  The only time I saw frame drops like this personally was when my GPU kept switching between fan and fanless modes in TF2. Oh yeah and maybe that PSU is limiting your performance.

Last night installed my latest GPU drivers, But ill try to refresh them all together- GPU -

Yeah, I hate to say it but it might be the PSU because the 8pin area was buzzing and it is a relatively cheap unit.

I've been looking around but i've not seen any bad review's or problems linked to this. 
I ended up spending around $80 on the PSU. 
Was hoping it was atleast reliable.

So i just rebooted and i had a popup saying something about " Wattman settings have been restored "
