Why is on the first screenshot the right part indicating 1244MHz/7000MHz and the graph on the left showing 300MHz/1200MHz? Thats strange.

The cpu is only at 12% load and the gpu at 100% so maybe the gpu is stuck at 300MHz, that would also explain why the fan isnt spinning, its only at 40C.

Driving issue or power saving setting maybe?

As for the driver: first check if you have the most recent driver installed (again, not sure where you can check that).

Try going the Gigabyte website and find your product, they will have a menu towards the top, go to 'Support' and find any drivers there, they may be under 'Utilities'. I recommend uninstalling what you're currently using before installing a new one.

 

Like if I had to find it for my card I would search google "vega 56 asus strix" and it's usually the first or second link, I go to support and I update what I need to to make sure my components are running as advertised.

 

Hopefully that helps, I'm not sure what the problem really is.
