What case are you using? If your case allows and you're willing to spend a bit more, there are better options.

I got a Ryzen 1400 atm, (terrible decision, should have gotten the 1600) and I wanna overclock it. I found a Gammaxx 400 White for about 31 dollars and a captain 120 ex for 48. I mean in my currency it's kind of a difference that makes you rethink a bit. but I'd like advice. Its really cutting down performance and the stock cooler doesn't handle overclocking so well. Any recommendations?

Either would be fine but the Gammaxx 400 would be the better value.

I read the Ninja 5 uses fans at 800rpm max? Are slower fans like that enough? Because I'm fine with my system being loud so long as the performance is good.

Yes, the fans are slower but the heatsink is larger. It's a higher end cooler that delivers similar performance while being quieter. 

For comparison, the Ninja 5 is 1190g compared to the Fuma Rev. B at 920g and SE-207 at 950g.

So if I swapout the fans for faster ones that would be better performance?

Yeah, but most of the coolers being mentioned are already overkill for the 1400 and they'd be functionally the same for oc'ing besides acoustics.
