Is This Normal?

Attached are some images from MSI afterburner and Intel ETU. The first half of each is basically idle with nothing open but the monitoring software and the second half is simply browsing the forums (no video or anything). Do the CPU clock frequencies really spike that much? Even at idle it is hard to distinguish a baseline. I would think at idle it would at least sit down bellow 1000MHz for a few seconds but it sits pretty consistently above 2-3GHz... Let me know if they look normal to you. Thank you in advance.

 

I have a RBS 2018 with the quad core i7-8550U hooked up to a Core X with a ASUS GTX 1060 3Gb, hooked up to an external Pixio P276 monitor.
