WTF!!! Ok, run a windows defender and (if you want) this https://www.malwarebytes.com/lp/sem/en/ (There's a 14 day free trial). It might help, but at this point, it looks like a virus.

I did see a video on that on a 1060 and it got a substantial amount of frames, I will try it! Ty.

I just thought about it, Zotac probably wont be able to do anything because i have a Prebuilt computer, But on previous benchmarks some said the GPU was bottlenecking my CPU and Vice Versa. I honestly don't know what to do. Do you guys think the only solution is New Hardware? Or Just a new boot drive and wait for a Better Upgrade (Wait till next GPU or CPU Lineup)?

To me it’s a matter of money but you should not give up your system nevertheless until you reach the point when you think that you will waste more value in your time than money. Upgrading will always give you a performance boost and I think if you are to upgrade in the next 6 or so months now is the time. I don’t think any substantial upgrade is coming anytime soon in desktop solutions. Let me know how downgrading your driver goes.

Well, I tested it out. Absolutely Nothing different. Trust me I'm not going to give up on this PC, in my mind I'm wanting to upgrade that could be future proof (gaming and general tasks like photoshop and OBS). The upgrade idea would be if i got a 1080ti and then something new comes out with Better value for its better performance than a 1080ti. And plus the whole "I had a terrible PC with good specs, I somehow made it out of that rathole." I really dont know what to do at this point.
