RAM Shortages?

It seems like everywhere I go, memory is out of stock for 4000MHz+. I about one day from buying the Corsair Dominator Platinum 4000MHz 32Gb and it's gone. G-Skill and others are showing the same shortages, is this in preparation for something or related to the decline in DRAM pricing that's ongoing?

Memory over 3600mhz is often seen as a complete waste. The laws of diminishing returns.
